Why schools fund rather than buy outright

A minibus is a multi-year asset bought from a single-year budget. Spreading the cost across the period it is used matches the expenditure to the benefit, which is easier to justify to governors and trustees than a capital request that consumes a year of discretionary spend.

Aligning repayments to the academic year

School funding arrives in a pattern. Several lenders will align repayments to a budget or academic year, or weight them away from the summer holidays when the vehicle is idle and the budget is between allocations.

Academy trusts and multi-academy groups

A multi-academy trust can often fund several vehicles on one facility across its schools, which is simpler to administer than separate agreements at each site and usually better priced. Approval sits with the trust rather than the individual school.

Driver licensing — the thing that catches schools out

Staff who passed their driving test after 1997 do not automatically hold D1 entitlement, and a 17-seat minibus generally requires it. Many schools buy a 16-seat vehicle specifically so existing staff can drive it. Check who will actually be driving before you specify the vehicle.

SEN and accessible transport

Where the minibus will carry pupils with additional needs, accessibility should be specified from the outset. Tail lifts, ramps and floor tracking affect seat count and payload, and adapting an unsuitable vehicle later costs considerably more than buying the right one.

Used minibuses for schools

Given the modest annual mileage most school minibuses cover, a well-maintained used vehicle often represents better value than new. Ex-fleet minibuses frequently come with full service history at a substantially lower price.
