An operator plating vehicles across several authorities has to manage different age limits, emissions criteria and in some places a cap on the number of plates available, and a car that is licensable in one district may be refused in another — so fleet replacement planning has to start with the licensing offices concerned. A single driver is assessed personally on badge history, takings and credit conduct. The evidence pack is quite different and takes longer to assemble.
