Can dealers in Northern Ireland offer finance to their customers?

Yes, on the same basis as anywhere else in the UK. Northern Ireland is part of the UK for financial services regulation and FCA rules apply there as they do in Great Britain, so the same distinctions hold: incorporated business customers outside the consumer credit regime, sole traders and partnerships potentially inside it, private buyers regulated in full.
