New systems from established manufacturers are the norm and used pontoons rarely change hands in any organised way. The complication is that once piles are driven and pontoons are anchored to the seabed, the installation starts to look like part of the site rather than movable plant, so funders look carefully at the distinction between the fabricated units and the fixed civil works.

Berthing systems are placed with commercial equipment funders comfortable with installed assets rather than with marine boat lenders, because nothing here floats away to be repossessed in the usual sense. The funder will want the berthing income, the occupancy position and the lease or ownership of the water space, since a marina on a short seabed lease presents very differently from a freehold basin. Expect scrutiny of what is actually being funded: the pontoon modules, fingers, gangways and service posts are equipment, while piling, dredging and shore works are site costs. Note too that a berth licence sold to a boat owner is a service contract, not an asset, which is why boat finance can never include the mooring.

Bought on hire purchase, business plant and machinery normally qualifies for capital allowances on the full cost even though you pay for it monthly, which is a large part of why hire purchase is the common structure. On a finance lease you generally set the rentals against profit instead. The rules change between budgets and your position depends on how you trade, so treat this as the direction of travel and get your accountant to confirm the detail before you commit.

Budget the marine civils separately from the pontoon supply. Manufacturers normally quote supply and installation as separate figures, which helps.
Yes, it matters to the funder. A short remaining lease on the water space against a long funding commitment is a genuine issue, so bring the lease details early. Operators with long leases or freehold basins have a materially easier time. Renewal discussions with the landlord of the water space are worth starting early.
Generally yes. Power and water pedestals, metering and lighting are identifiable equipment installed on the berth and are usually funded alongside the pontoons. They also tend to pay for themselves by putting utility recharges on a proper footing. Metered pedestals also end most disputes with berth holders about electricity use.
It usually can, and phasing is common on larger basins. Each phase can be drawn as its own agreement as it is delivered and commissioned, which matches the spend to the berths actually coming into revenue rather than funding everything at the outset. It also lets you test demand for the new berths before committing to later phases.
Because the berth is a licence to use space, not an asset they own. A berth agreement is a contract with the marina and can be withdrawn or transferred, so there is nothing for a boat funder to take security over. Boat and berth are always separate commitments.
