Can you finance a CCTV system?

Yes, and CCTV sits reasonably well with funders by IT standards. Cameras and recorders are physical, serialised items and there is a second-hand security trade, though the recovery value is modest once you allow for removing units from poles, soffits and ceilings. Agreements are normally hire purchase or lease against the business. Used systems are rarely funded. What trips people up is that the cabling, brackets, poles, trenching and commissioning frequently cost more than the cameras, and none of that can ever be recovered by a lender.

Used kit: Rarely. Second-hand cameras are inexpensive and their history is unverifiable, and by the time a system is removed it is usually a generation behind, so funders treat used surveillance as having negligible value.

How lenders treat it

Surveillance is one of the technology assets where I can see something worth taking, but I am realistic about it. Cameras are individually low in value, they are mounted high and often outdoors, and the labour to remove them safely eats into anything I might recover. The recorder and storage are the most saleable parts. Meanwhile the cable runs, the poles and the ducting are permanent improvements to the site. So I look at the business first, and I pay attention to whether the premises are owned or tenanted. I am well disposed towards applications driven by an insurer’s requirement, because that is a business protecting itself rather than spending on a whim.

How it is treated for tax

Bought on hire purchase, business plant and machinery normally qualifies for capital allowances on the full cost even though you pay for it monthly, which is a large part of why hire purchase is the common structure. On a finance lease you generally set the rentals against profit instead. The rules change between budgets and your position depends on how you trade, so treat this as the direction of travel and get your accountant to confirm the detail before you commit.

CCTV system finance questions

Our insurer is insisting on CCTV. Can we finance it quickly?

Yes, and insurer-driven installations are a common reason businesses come to us. The paperwork is no different to any other equipment application, and a clear requirement letter helps explain the purpose. Speed usually depends on how quickly your installer can provide a detailed quote rather than on the funding itself.

Can the monitoring contract be financed with the system?

The installation and equipment can be funded; an ongoing monitoring or remote response service is a recurring charge that normally stays with the provider. Some installers sell a combined monthly package covering everything, which is a different commercial arrangement altogether. We will look at how your quote is structured and advise accordingly.

We have several sites. Should each be funded separately?

One application covering all of them is usually better. Funders prefer a planned estate-wide project with a clear equipment schedule per location to a series of small unrelated requests. It also gives you more negotiating room with the installer, since multi-site work is priced differently from single-site jobs.

Does video storage count as part of the system?

Yes, and it is often a significant share of the cost. Retention requirements drive recorder and disk capacity, and higher resolution cameras consume far more storage than older systems. It is all fundable as part of the project, and the recorders are among the more recoverable items in a surveillance installation.

What about data protection obligations?

Operating CCTV in a business context brings obligations around signage, retention and access requests, and those rest with you rather than the funder. It is worth raising with your installer during the design, since camera placement and retention settings are easier to get right at commissioning than to correct afterwards.
