Number plate recognition turns a camera into a record of who came and went, which is why sites and car parks fit it rather than plain CCTV.

Yes. ANPR units are financed as equipment, whether mounted on a mobile trailer, fixed at a gate or deployed as a portable unit. Each has a maker, a model and a serial number, so the hardware is identifiable and fundable on hire purchase. What funders separate out is the software: the recognition engine, the database hosting and the enforcement platform are licensed services, not goods, and are excluded from the agreement. Expect the funder to ask what proportion of the quote is hardware and to fund that element.
Used kit: Rarely — ANPR hardware dates quickly and funders are generally cautious beyond about four or five years, particularly where recognition software is no longer supported.

Business asset finance is quoted on a flat rate, so that is what this shows — with the equivalent APR underneath, because the two are not the same number. A quick guide only; your actual rate depends on the asset, term, deposit and lender.
Representative example: on Hire Purchase, borrowing £25,000 over 48 months at a 6.0% flat rate (equivalent to 11.5% APR representative), you would repay around £646 a month; total amount repayable approximately £31,000, of which £6,000 is the cost of finance. This calculator is for illustration only — it is not a quote or an offer of finance, and the rate and repayments you are offered will depend on the asset, term, deposit and your circumstances. CW Asset Finance is a credit broker, not a lender, and may receive a commission from the lender that funds your agreement. All finance is subject to status, affordability and lender approval. CW Asset Finance is an Appointed Representative of Rural Finance Limited, which is authorised and regulated by the Financial Conduct Authority (FRN 630701).
ANPR is where funders in this sector run hardest into the software question. The camera and its processing unit are goods with a recoverable value, but a very large part of what a customer pays for is recognition licensing, hosted data and the enforcement platform, and none of that can be repossessed or resold. Funders respond by funding the physical unit and asking you to meet the software element from working capital or through the vendor’s own subscription terms. Beyond that, the assessment follows the fleet logic of the sector: operators buying units to deploy on client contracts are judged on how many are active, what those contracts pay and whether the income is recurring. Data protection compliance also comes up, because an operator who cannot lawfully run the system cannot earn from it.
Examples of the machines we are asked to fund. This is not an exhaustive list — if what you are buying is not here, it does not mean we cannot fund it. Your supplier quote is what the agreement is written against.

Car park management companies, security providers running access control on logistics sites and compounds, and quarries or waste operators recording vehicle movements. The trigger is usually an enforcement or compliance need: a client wants evidence of who entered, a landowner wants unauthorised parking addressed, or a waste site needs auditable vehicle records.

Bought on hire purchase, business plant and machinery normally qualifies for capital allowances on the full cost even though you pay for it monthly, which is a large part of why hire purchase is the common structure. On a finance lease you generally set the rentals against profit instead. The rules change between budgets and your position depends on how you trade, so treat this as the direction of travel and get your accountant to confirm the detail before you commit.
Generally no. Software licences, hosted platforms and enforcement systems are ongoing services with nothing to repossess, so funders fund the cameras, processors and controllers instead. A handful of lenders will include a limited software element within a larger hardware package, but it is the exception.
Yes, and it is a common use. Funders look at the site portfolio, the length of the management contracts and whether income is contracted or dependent on enforcement volumes. Operators with several sites under long agreements present better than single-site or short-tenure arrangements.
Indirectly but genuinely. ANPR captures personal data and an operator must be able to process it lawfully. Funders are not regulators, but they recognise that a system which cannot be operated compliantly generates no income, so registration and a clear lawful basis support the case.
Often yes, as a camera and processing upgrade to a unit you already own. Whether that upgrade is fundable on its own depends on the value; small upgrades are usually paid for directly, while a fleet-wide retrofit is substantial enough for a funder to consider.
Because recognition accuracy, processing and software support all advance, and an older camera whose engine is no longer updated has limited commercial life regardless of physical condition. Funders reflect that with a shorter view on age than they take on masts, trailers or barriers.
