Standalone, redeployable camera units that move from compound to compound are equipment and finance straightforwardly on hire purchase. A hard-wired system fixed into a building, with cabling chased into structure and a recorder in a plant room, starts to look like a fixture and is harder to fund as a separate asset. Funders will ask what proportion of the invoice is hardware versus installation labour, because labour and cabling have no recovery value at all.

The division funders care about here is portable versus permanent, and it decides the shape of the deal. A redeployable camera set that can be lifted from one site and carried to the next remains goods, retains a used market and can be recovered, so it behaves like any other piece of site equipment. A fixed installation cannot be recovered without destroying it, the cabling is worthless once cut, and the labour element was never an asset in the first place, so funders either decline or fund only the hardware line. The second factor is the buyer. Where a security provider is buying stock to hire out, the usual fleet test applies and utilisation and contract coverage are examined, because repayment comes from hire and monitoring income rather than from construction margin.

The rules change between budgets and your position depends on how you trade, so treat this as the direction of travel and get your accountant to confirm the detail before you commit.
Partly at best. Funders fund goods, and installation labour is a service that leaves nothing recoverable behind. Some will allow a modest installation element within a larger hardware package; few will fund a quote that is mostly labour. Ask your supplier to itemise hardware separately.
For construction, usually yes. A portable set follows your sites for years and retains resale value, while a fixed installation is written off when the project completes. That is the same reason funders prefer portable equipment, so the commercial and the funding logic point the same way.

Yes, on the usual fleet basis. The funder examines how many systems you hold, how often they are deployed and what recurring monitoring income sits behind them. Operators with rolling contracts rather than one-off deployments present a much stronger case.
Faster than most site equipment. Resolution, analytics and network standards all move, and a system that cannot meet a client’s current expectations loses hire appeal well before it stops working. Funders take a shorter view on used camera hardware than on trailers, masts or cabins.
